The Expertise of Political Parties on the Example of Presidental Elections in the Czech Republic

The Diploma Thesis is based on the Case study of the direct election of the President of the Czech Republic. Due to this Case study it examines expertise of the Czech political parties. Is there any expertise in political parties represented in the Parliament of the Czech Republic? Why analytical capacities have (or not have) influence on policy decisions? In theoretical concept including democracy, policy work, expert capacities, elections etc. the Thesis examines the relationship between the expertise of political parties and enactment of the direct presidential elections.
Expert knowledge of polical parties in field of education policy

Political parties are no more simply mediators between the civic society and state. It is also expected, that they are capable to product such solutions, that are based on expert knowledge and could be applied responsibly. The educational policy is one of the traditional parts of public policy, which requires complex and long-term solutions. The sources of expertise of political parties play a key role in form of knowledge and information required for such responsible decisions. Many remits same as financing of primary and secondary education were delegated from state control to regional administration due to administrational reform. The increase of power assumes expansion of expertise of political parties on regional level. The paper is focused on sources of expert knowledge of political parties (ČSSD, KSČM, TOP 09) in Prague. It describes mechanisms of generating expert knowledge for educational policy, mostly the character and nature of work of regional expert commissions. Who are the members of these commissions? What is their source of being experts? What kinds of information they work with? How is their work applied in a practice? These are the main questions of this study.

Policy-Related Capacities of Czech Political Parties in the Field of Energy Author: Václav Pulec Abstract Energy is a field that has been recently passing through a very dynamic development. All countries in the world are trying to find new sources of raw materials and diversify their energy mix. Moreover, the European Union has been putting increasing expectation on new sources of energy meeting higher environmental standards. It is crucial that the Czech Republic has the necessary expertise to be able to react to the upcoming changes and create long-term decisions that the area of energy policy requires. This work deals with expert capacities of political parties in power in the Czech Republic, which play a major role in creating such decisions. This thesis analyzes expertise base of the three selected political parties (TOP 09, ODS, ČSSD) and focuses on their professional committees or expert teams. Expert commissions are often highest advisory body of the party and its guarantor has usually the highest (key) word in the party hierarchy regarding given issue. Expert capacity of civil sector: Focus on the NGO umbrella organization in the CR

The expert capacity of umbrella NGOs is not adequately addressed in the literature, although it is a key issue. This issue is pointing to the growing demands for accountable and transparent organizations with the expertise needed in the form of professionals who can actively promote the importance and interests of NGOs in a public policy process. Expert capacity is described in this case as the ability to perform analytical work in selected umbrella NGOs which focus on advocating interests and influencing the policy process. The aim of this work is to understand the expert capacity of the umbrella platforms of NGOs in advocating their interests and their influence on policy making and to outline the possibility of more effective cooperation with the state. For this purpose were chosen all-state national umbrella platforms, which defend the interests of organizations throughout the Czech Republic.
